12th Meeting of National and Regional Focal Point Representatives of the African Centre for the Study and Research on Terrorism (ACSRT)
The African Centre for the Study and Research on Terrorism (ACSRT) will organize its 12th Annual Meeting of National and Regional Focal Point Representatives the 18-19 December 2018, in Algiers Algeria, under the theme of “Promoting a balance between Counter-Terrorism and Human Rights in Africa.”

The theme derives from the need for AU Member States to ratify and implement “The African Charter on the Values and Principles of Decentralization, local governance and local development, June 2014 “and “ The Principles and Guidelines on Human and Peoples’ Rights while Countering Terrorism in Africa, January 2016” in the fight against terrorism.

In addition to discussions around this year’s theme, the two-day meeting will allow the National and Regional Focal Points to analyze the current terrorism situation on the continent, coordinate action and map out the way forward in terms of counter-terrorism objectives and courses of action for 2019.

It is expected that 75 participants will take part in this annual meeting, representing National and Regional Focal Points (RECs-RMs), AU Field Missions (MISAHEL, AMISOM) Centers of Excellence (IGAD CVE Centre of Excellence, Ghana-KAIPTC, Nigeria-NDC, Sudan-HASSS). Representatives of Partner Organizations/Institutions will also participate in the meeting.

It is recalled that the ACSRT is designed to function in permanent and continuous relation with National Focal Points, representing the 55 Member States of the African Union as well as Regional Focal Points representing the Regional Economic Communities (RECs) and Regional Mechanisms (RMs) as provided by the Modalities for the Functioning of Centre.

Since its establishment in 2004, the ACSRT has held 11 Focal Points Meetings, during which very important decisions on the prevention and combating of terrorism have been taken. These meetings also provide participants with a unique platform for interaction, sharing of experiences and cooperation.
